Leon Heckmann works as an Consultant at adelphi in the areas of emission trading systems (ETS) and climate policy. He is also part of the International Carbon Action Partnership (ICAP) team. ICAP is a global forum for exchanging experiences and knowledge between governments on the implementation of ETS. For Leon, the global dimension of climate policy is important: probably more than any other challenge, tackling climate change requires international cooperation. Transboundary emission trading systems can be an effective instrument for this.
