In order to achieve the two-degree target set out in the Paris Climate Agreement, several countries are considering to introduce a carbon price as part of the implementation of their Nationally Determined Contributions (NDCs). Market-based climate protection through emissions trading offers the opportunity to reduce emissions cost-effectively. This is another reason why an increasing number of countries and regions are interested in introducing an emissions trading system (ETS), especially emerging and developing countries. The Federal Ministry for Economic Affairs and Climate Action (BMWK) wants to disseminate knowledge, practical experiences, and best practices on the topic of emissions trading and to support countries in setting up their own national ETS. To achieve this, it has already successfully implemented three predecessor projects of the same name, providing support to the governments of China, Indonesia, Kazakhstan, Mexico, Ukraine and others.
The project, coordinated by adelphi, supports the Federal Ministry for Economic Affairs and Climate Action (BMWK) in bilateral capacity building activities in the field of emissions trading. To this end, adelphi, together with its partners Ecologic Institute, FutureCamp and Öko-Institut e.V., develops information and teaching materials on emissions trading and is responsible for the conception and implementation of events, trainings, study tours, workshops and consultations of foreign experts in Germany and in selected target countries.
