In order to achieve the two-degree target set out in the Paris Climate Agreement, several countries are considering to introduce a carbon price as part of the implementation of their Nationally Determined Contributions (NDCs). Market-based climate protection through emissions trading offers the opportunity to reduce emissions cost-effectively. This is another reason why an increasing number of countries and regions are interested in introducing an emissions trading system (ETS), especially emerging and developing countries. The Federal Ministry for Economic Affairs and Climate Action (BMWK) wanted to disseminate knowledge, practical experiences, and best practices on the topic of emissions trading and to support countries in setting up their own national ETS. To achieve this, it has already successfully implemented three predecessor projects of the same name, providing support to the governments of China, Indonesia, Kazakhstan, Mexico, Ukraine and others.
The project, coordinated by adelphi, supported the Federal Ministry for Economic Affairs and Climate Action (BMWK) in bilateral capacity building activities in the field of emissions trading in 2023-2025. To this end, adelphi, together with its partners Ecologic Institute, FutureCamp and Öko-Institut, developed information and teaching materials on emissions trading and was responsible for the conception and implementation of events, trainings and study tours for foreign experts in Germany and in selected target countries. Implemented activities included a series of virtual ETS trainings and workshops for Brazilian public authorities in 2024 and in-person training for the Indonesian Ministry of Industry and relevant stakeholders in Jakarta in 2025.
