In order to achieve the two-degree target set out in the Paris Climate Agreement, several countries are considering introducing a carbon price as part of the implementation of their Nationally Determined Contributions (NDCs). Market-based climate protection through emissions trading offers the opportunity to reduce emissions cost-effectively. This is another reason why an increasing number of countries and regions are interested in introducing an emissions trading system (ETS), especially emerging and developing countries.
The Federal Ministry for Economic Affairs and Climate Action (BMWK) works on disseminating knowledge, practical experiences, and best practices on the topic of emissions trading and on supporting countries in setting up their national emissions trading system. To achieve this, adelphi has successfully implemented the project Sharing knowledge: Capacity building for emissions trading systems on behalf of BMWK during 2018-2022, organising and running training courses, study visits, workshops and consultations for foreign experts in Germany and selected target countries, including Columbia, Vietnam, Chile, Indonesia and Kazakhstan. To support and enhance this work, this additional project was aimed at expanding the scope of training materials for capacity building (CB) on emissions trading by creating training modules on new emerging topics and elements of emissions trading. Additionally, against the backdrop of the pandemic-related circumstances, existing and most used CB ETS training modules were adapted to virtual training formats. To promote CB ETS activities, a dedicated project website was also developed.
