With the implementation of the Heat Planning Act (WPG) in January 2024, German municipalities face the challenge of strategically transforming their heat supply to meet the ambitious decarbonisation targets for 2045. The following report highlights the experiences and perspectives of representatives from municipalities, municipal utilities, service companies, and associations, illustrating how the transition from planning to implementation is being shaped.
Reliable political frameworks and sufficient financing and funding instruments are essential to increase planning security and minimise implementation risks. Moreover, after the creation of heat plans, many municipalities lack uniform processes and responsibilities to advance implementation in collaboration with local stakeholders. Effective cooperation between local stakeholders is crucial to address organisational, technical, and legal challenges. Actively involving citizens, for example through the establishment of local renewable energy communities, enhances social acceptance and enables the utilisation of local capital for the transformation.
