The International Carbon Action Partnership (ICAP) is an international partnership focusing on emissions trading as a key tool in the fight against climate change. Founded in 2007 by more than 15 government representatives, at present it brings together almost forty national and subnational governments, spanning four continents, that have implemented or are planning to implement emissions trading systems. adelphi has hosted the ICAP Secretariat since 2008.
ICAP functions as an open forum that brings together national and subnational governments from all over the world to support the exchange of best practices and lessons learned on emissions trading. Almost all governments operating carbon markets are part of ICAP, including European Commission as well as several EU Member States, North American jurisdictions, South Korea, New Zealand and many others.
This first-of-its-kind partnership will provide more incentives for clean-tech investment and economic growth while not letting polluters off the hook. And it will help renew the health of our planet.

What are the objectives of ICAP?
Share best practices and learning from each other’s experience with carbon pricing and emissions trading systems (ETS)
Help policymakers recognize ETS design compatibility issues and opportunities for the establishment of an ETS at an early stage and facilitate the future linking of trading programs
Highlight the key role of emissions trading as an effective climate policy response
Build and strengthen partnerships amongst governments
What does adelphi do as the host of the ICAP Secretariat?
Since 2008, adelphi has hosted the ICAP Secretariat and supports its day-to-day work. We provide the staff for the Secretariat, work to make the ICAP website a comprehensive knowledge platform for emissions trading issues, and assist the ICAP processes conceptually and strategically. Secretariat staff provided by adelphi also facilitates the technical dialogue among ICAP Members, supporting it with timely research and reports on the frontiers of carbon pricing and emissions trading.
Secretariat staff also compiles ICAP’s flagship publication, the annual ICAP Status Report on Emissions Trading Worldwide. The report takes stock and highlights the spread of emissions trading worldwide. With 24 systems operating in jurisdictions that vary in their geographical scope, economic profile, and energy mix, the report showcases the diversity and flexibility of emissions trading.
