Germany is actively advancing the implementation of the global energy transition through bilateral climate and energy partnerships and dialogues. Intergovernmental exchange and technological cooperation on key technologies, such as hydrogen, play a central role in this effort. As part of a hydrogen partnership with the United Kingdom, collaboration in this forward-looking area is being strategically intensified.
Recognising the crucial role that hydrogen and its derivatives will play in meeting global energy needs and decarbonisation, Germany and the United Kingdom decided in September 2023 to deepen their cooperation in this field. Since 2024, adelphi has been supporting the implementation of this bilateral hydrogen partnership on behalf of the Federal Ministry for Economic Affairs and Climate Action (BMWK). The climate and energy partnerships and dialogues of the BMWK aim to accelerate the global energy transition, promote mutual learning, and facilitate cross-border cooperation.
Deepening cooperation in the field of hydrogen
The partnership with the United Kingdom aims to accelerate the expansion of the hydrogen economy, promote regional and global hydrogen markets, and advance research, innovation, and investment opportunities in both countries. adelphi supports the governmental dialogue through technical and organisational expertise.

A key focus of the cooperation is exploring the potential for bilateral trade in hydrogen. A joint study, conducted by adelphi in collaboration with the British planning and consultancy firm Arup and the German Energy Agency (dena), will examine the necessary steps to enable future hydrogen exports. This includes exploring the technical feasibility of various pipeline routes from the UK to Germany, potential business models for pipeline operation, and the regulatory adjustments and harmonisations needed for export in both countries.
Furthermore, adelphi develops and implements various exchange formats, including regular knowledge exchanges, workshops, high-level conferences, and delegation visits. In addition to the political dialogue, representatives from industry and research are involved to engage in in-depth discussions on key topics such as green hydrogen production, the development of necessary infrastructure, standardisation and certification harmonisation, financial support mechanisms, and technological innovations. This continuous exchange fosters technical and scientific knowledge transfer and supports the development of joint cooperation projects.
This partnership underscores the importance of international collaboration and enables the joint tackling of energy transition challenges. It strengthens the economic relations between Germany and the United Kingdom, promotes the scaling of the global hydrogen economy, and the decarbonisation of industry. With innovative approaches and joint commitment, both countries can emerge as pioneers in hydrogen technology and set global standards.
