The Heat Planning and Decarbonisation of Heating Networks Act (Heat Planning Act, WPG) is one of the key political instruments for achieving the German government's climate protection targets in the heating sector. A central task of heat planning is to bring about greater clarity as to which type of heat supply is suitable in order to achieve a climate-neutral heat supply in a specific area as efficiently as possible by 2045. These guidelines are intended to provide assistance in the implementation of heat planning in accordance with the WPG and serve as a practical guide. It is not legally binding. Recommendations on the procedure and methodology for the individual components of the WPG are presented, and the stakeholders to be involved and relevant data sources are named.
The Heat Planning Guideline ("Leitfaden Wärmeplanung") is primarily aimed at those who carry out heat planning or are responsible for and support its implementation. It is therefore primarily aimed at local authorities, districts or other bodies responsible for planning and their service providers. The latter support the authorities responsible for planning to a greater or lesser extent in the implementation of heat planning. The guideline is also aimed at stakeholders who must or can be involved in the heat planning process. These include local government bodies that are not primarily responsible but are affected, operators of energy supply and heating networks, major consumers from industry, commerce or the housing sector, social, cultural or other services of general interest, chambers of trade or renewable energy communities.
