By 2045, Germany aims to achieve greenhouse gas neutrality. As the heat supply accounts for over half of Germany's final energy consumption, it constitutes a key component in achieving these targets. The transformation of Germany's heating sector now started at the municipal level. With the Heat Planning Act (German: Wärmeplanungsgesetz, WPG), which came into force on 01.01.2024, the federal states are now obliged to let municipal heating plans (German: kommunale Wärmepläne) being drawn up for their municipalities by 2026 and 2028. In most cases, municipalities will have the responsibility. With these municipal heating plans, local actors, such as municipalities, energy infrastructure operators, local companies and citizens should be given long-term planning security.
However, there is a lack of concrete specifications and strategies for the implementation phase that follows the creation of the municipal heating plan.
This factsheet includes a first structure of the relevant actor within the implementation phase as well as an assessment of the measures mentioned in existing municipal heating plans. The results are based on a comprehensive literature review and a qualitative evaluation of already published municipal heating plans from Baden-Württemberg.
