At the World Forum on Water on 21 March 2003 in Kyoto, the new Water Cooperation Facility (WCF) was introduced as a common project of UNESCO, the Permanent Court of Arbitration, the World Water Council and the University Partnership for Transboundary Waters. In the long run, the WCF shall open new possibilities to states and NGOs to use the entire amplitude of consultation possibilities for transboundary water-cooperation via a global facility.
adelphi had been tasked to prepare a background study about possibilities, potentials and risks of a Water Cooperation Facility (WCF). In order to explore the demand for such an initiative, a series of interviews was conducted with international water experts in Washington D.C. und Nikoya (Costa Rica). The results have been submitted to UNESCO's water programme in Paris and from a substantial input to the further deliberations and development of the WCF.
