Many countries are considering emissions trading systems (ETS) as a preferred tool for achieving their nationally determined contributions (NDCs) under the Paris Agreement. In 2019, there were six countries or subnational actors planning to establish an ETS and another twelve where an ETS was being considered. One region where an increasing number of countries are looking at establishing carbon pricing mechanisms is Latin America.
In order to support this region with ETS capacity building activities, adelphi, in cooperation with Ecologic Institute and FutureCamp and together with the International Carbon Action Partnership (ICAP), planned and implemented an 8-day training course in Colombia around the topic of emissions trading systems. The project was funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the Partnership for Market Readiness (PMR), and the International Carbon Action Partnership (ICAP).
The course offered 27 Latin American and Caribbean participants from the nongovernmental, academic and private sectors as well as policy makers who are or will be involved in deciding on, designing and implementing ETS, an opportunity to deepen their understanding of ETS design and implementation. Participants came from Brazil, Chile, Colombia, Dominican Republic, Ecuador, Guyana, Mexico, Peru, and Trinidad & Tobago. Over the span of eight course days the course built capacity on the technical design and implementation of carbon trading systems, taking into account the development of carbon markets in Latin America and the Caribbean and provided a curriculum dedicated to emissions trading as a policy instrument for climate policy. It also provided illustration through many hands-on examples, practical experience and case studies.
adelphi was involved in the selection of participants, the development of the programme and the training concepts and materials as well as in the organisation and implementation of the training sessions on site.
