In December 2024, Brazil enacted the Sistema Brasileiro de Comércio de Emissões de Gases de Efeito Estufa Law, marking a significant milestone in the country’s climate policy. This landmark legislation establishes the Brazilian Greenhouse Gas Emissions Trading System (SBCE) to support Brazil's greenhouse gas reduction efforts under its Nationally Determined Contribution. Under the World Bank's Partnership for Market Implementation, adelphi provided technical support to the Government of Brazil in developing an Implementation Support Plan for the SBCE and the carbon credit market. adelphi advised the Ministry of Finance and Brazil’s Carbon Markets Working Group on prioritizing implementation activities based on feasibility, cost-effectiveness, and alignment with Brazil’s climate goals and carbon pricing strategy. Additionally, adelphi offered recommendations for refining and updating the SBCE Implementation Roadmap, which was developed prior to the law’s adoption.
