Water is a vital resource that is becoming increasingly scarce in Brandenburg. The current state government has therefore pledged in its coalition agreement to amend the Brandenburg Water Act (BbgWG). The following reform goals were formulated at a departmental meeting: Reducing bureaucracy; climate-adapted water management; urban water management; and adaptation to federal and EU law.
The project aims to involve third parties in the key areas and more specific topics at an early stage, in an open and broad manner, by means of targeted participation formats.
These participation formats pursue three sub-goals in total:
gathering external perspectives on the defined topics;
involving stakeholders at an early stage and systematically processing findings;
making the results usable for amending the law.
Particular emphasis is placed on practical formats that address the target group appropriately and ensure efficient follow-up.
Combining informal participation formats with a formal participation process at a later stage ensures a high degree of transparency, as relevant stakeholders are involved from the outset. Participation aims to reveal different perspectives and conflicts, and ideally to reach a consensus. It also promotes an initial common understanding of the significance and objectives of the amendment. This ensures broader acceptance and constructive dialogue.
