Interactions between the EU Emissions Trading System and energy and carbon taxes as well as accompanying research for the further development of these instruments

adelphi is leading a consortium with Öko-Institut and FÖS to support the German Emissions Trading Authority (DEHSt) as part of the German Environment Agency (UBA) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK) with expert analysis on the reform of the EU Emissions Trading System proposed by the European Commission in July 2021.
The project covers two main topic areas: the second EU ETS for road transport and buildings and the EU Carbon Border Adjustment Mechanism (EU CBAM). It aims to provide flexible ad-hoc support on specific questions arising within these topic areas, for instance options for cap setting and price stabilization mechanisms for the EU ETS 2 or administrative structures needed for the implementation of the EU CBAM.
