Kosovo is undergoing rapid urban transformation, which is placing growing pressure on municipal infrastructure. The impacts of climate change, including heat waves and extreme precipitation, compound these challenges and intensify the need for resilient infrastructure. Although there is political commitment to addressing these issues, institutional weaknesses and limited administrative capacity constrain the development of integrated, sustainable solutions.
Kosovo4Green is the GIZ programme supporting Kosovo's transition towards climate-resilient and circular urban development. The Governance Fonds is a programme of German development cooperation to mobilises high-level German expertise from politics, administration, academia, and civil society to support structural and institutional reform processes in partner countries. Kosovo belongs to the Governance Fonds’ flexible portfolio, complementing the work of Kosovo4Green with targeted German expertise.
In this mission, adelphi supported GIZ to strengthen ongoing dialogues by leveraging German expertise in climate adaptation governance and spatial planning, whilst facilitating peer-to-peer exchange and advisory support among Kosovo4Green partners.
