GIZ started the “Green Action in Enterprises” (GAIN) programme in 2020 with the objective of promoting the private sector in Jordan to use environmentally friendly and resource-saving production methods. In this context, it was aimed to improve the technical capacities of selected state institutions, develop services and help with increased access to technical and financial support services for industries as well as optimise environmental and resource efficient measures in production processes of the private sector. This approach has been in line with Jordan’s Economic Modernisation Vision (EMV) 2033 which was launched under the patronage of His Royal Highness the King Abdullah II in 2022.
As part of the first phase of the GAIN programme, several projects were implemented between 2020 and 2023. These include “Capacity-Building Training for Public Stakeholders in Green Industry”, “Green Business Development Services for Jordan’s Industrial Sector”, and “Promotion of Multi-Stakeholder Projects for Sustainable Textile Supply Chains in Jordan”.
As of 07/2023, GIZ has initiated the three-year follow-on phase of GAIN to promote the Green Economy through the partnership of public and private entities and the use of supporting instruments. In this context, the project "GAIN Strengthening Green Economy in Jordan through Policy Advisory and Green Business Development" has been developed to strengthen the organisational capacity of public sector institutions, particularly the related ministries as well as to strengthen instruments and promote services for scaling up resource-efficient and/or circular production in the industrial sector.
The project has three main focus areas. The first one is "Political Advisory on Green Economy" which includes providing political advisory services to the staff in the Ministry of Environment and Ministry of Industry, Trade and Supply, on related technical topics and on organisational and structural challenges. The second focus area is "Business Case Development and Implementation" which is oriented towards the development of technical support services for medium-sized and large industrial enterprises to identify and implement concepts of cleaner and resource efficient production, as well as developing and piloting green business cases in order to promote resource efficient and circular production in the Jordanian industrial sector on broader basis. In this context, potential for green business cases will be analysed and a Call for Innovation will be implemented to identify business case ideas. The business cases will seek not only waste reduction, recycling and valorisation opportunities, but also the design and production of recyclable products with higher levels of recycled contents. Thirdly, the project also focuses on "Textile Recycling Business Case Implementation". The aim is to implement and scale up the green business cases which were previously developed during the first phase of the GAIN programme. These include Investing in Material-Efficient Technology and Software, Mechanical Recycling for Industrial Symbiosis, Mechanical Recycling for Fibre-to-Fibre Yarn Production, Chemical Recycling for Fibre-To-Fibre Yarn Production and Upcycling with Social Entrepreneurs. A set of technical advice support will be provided for the implementation of these business cases and a special attention will be paid to the assessment and facilitation of the opportunity of setting up a mechanical recycling hub at the Al Hassan Industrial Estate (HIE).
In this project, adelphi, together with its project partners GFA Consulting Group and ECO Consult, will work in close collaboration with all stakeholders including the ministries, industrial organisations, industrial clusters, manufacturing and waste management companies as well as technology providers, research institutions and investors/financiers.
