As part of the governmental funding strategy "Energy efficiency and heat from renewable energies", the goal is to reduce the complexity of the existing funding programmes in the German building sector. The aim is to make the funding instruments more accessible and understandable for the public in Germany. The overall goal is also to modernise the funding opportunities and noticeably increase the incentive effect for citizens to invest in energy efficiency and renewable energies. The study focuses in particular on elements from the existing funding programmes of the German federal government in the building sector.
adelphi supported the study by evaluating existing data from monitoring and evaluation reports of the federal funding programmes. In addition, adelphi analysed obstacles that have so far stood in the way of a higher share of energy-efficient renovations, but also of new buildings that exceed the statutory requirements.
