The United Nations’ climate negotiations have set the goal of keeping global warming under two degrees Celsius. All countries are to contribute to reaching this goal by developing and implementing greenhouse gas reduction strategies and measures. Measuring, reporting, and verification (MRV) is of great importance when gauging what has already been achieved and assessing which additional measures are still necessary. This represents a huge challenge for many developing countries that generally lack the necessary personnel, financial and institutional resources, and expertise. Against this background, the International Partnership for Mitigation and MRV (IPMM) was founded at the Petersberg Climate Dialogue in May 2010. The IPMM’s goal is to promote exchange on mitigation activities and MRV between developing, emerging, and industrial countries and in doing so advance the implementation of the national climate goals set by the states themselves.
adelphi has surveyed the activities and contributions of the IPMM to the implementation of international climate change mitigation goals on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The assessment was aimed at investigating the particularly successful contributions of the IPMM within the framework of its full range of activities: Low Emission Development Strategies (LEDS), Nationally Appropriate Mitigation Actions (NAMAs), Intended Nationally Determined Contributions (INDCs) and MRV systems. For this purpose, adelphi carried out interviews with selected members of the IPMM and systematized the performance of the partnership with particular view to its contribution to network building, knowledge exchange, and to increasing emissions reductions. Using the established findings, adelphi subsequently developed public relations instruments to further increase the profile of the IPMM in the follow-up to the COP21 in Paris.
