Kick-off in Indonesia: first dialogue on emissions reductions in the paper industry

In collaboration with two partners, adelphi is developing the world’s first Nationally Appropriate Mitigation Action (NAMA) for the pulp and paper industry in Indonesia. Actors from politics and industry discussed expedient mitigation measures at a kick-off workshop in Jakarta in mid-February.

Indonesia’s pulp and paper industry already belongs to the ten largest in the world. In light of the increasing demand for paper in Asia, it is expected that this industrial sector will continually expand in the coming years. To keep the growing sector’s future greenhouse gas emissions in check and ensure more efficient energy use, adelphi and its partners Asian Management Consulting (AMC) and Perspectives are developing the world’s first Nationally Appropriate Mitigation Action (NAMA) in the paper industry for the Indonesian Ministry of Industry. To start off the project, a workshop with representatives from industry, associations, and politics took place in Jakarta on 16th February 2016.

What made the workshop special: Indonesian actors had previously never come to agree upon how the harmful climate impacts of paper production could be reduced within the framework of a NAMA. The dialogue event thus represented the start of a new, ongoing consultation process with all relevant actors from the Indonesian pulp and paper industry. The discussions focussed upon the development of baseline scenarios and the identification and evaluation of reduction measures. The intensive dialogue process shall guarantee the successful implementation of the NAMA and ensure that both the government and the businesses in question support the measures in the end.  

The kick-off workshop is part of the project “Policy Advice for Environment and Climate Change (PAKLIM)” being carried out by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Indonesia. In the framework of this project, the GIZ is supporting the Indonesian government in developing and implementing a national climate strategy. One component of this strategy is the the development of NAMAs, which shall reduce greenhouse gas emissions and increase energy efficiency in various energy intensive industrial sectors.  

adelphi’s task consists of the overall management of the project. This includes the conceptual layout of the entire consultation process from the kick-off workshop to the end of the project, coordination among the project partners, and also the implementation of individual work packages in the project’s progression.
