Achieving the German Federal Government's energy and climate goals requires not only the expansion of renewable energy but also a strong focus on improving energy efficiency. In 2014, the government adopted the National Action Plan on Energy Efficiency (NAPE), introducing a comprehensive set of measures and positioning energy efficiency as a central pillar of the energy transition.
A key element of NAPE is the Energy Efficiency Networks Initiative (IEEN). The initiative's objectives, outlined in NAPE and formalised in a joint agreement between the government and leading German business associations, are continuously assessed through a structured monitoring process.
This eighth annual and final monitoring report for the Energy Efficiency Networks Initiative presents an in-depth analysis of the outcomes from the eighth monitoring cycle. For this evaluation, adelphi and the Fraunhofer Institute for Systems and Innovation Research (ISI) analysed data from 254 networks, all of which had completed their activities by 31 December 2024 and provided comprehensive documentation of the energy efficiency measures implemented under the initiative.
