In March 2016, ICAP and the World Bank’s Partnership for Market Readiness (PMR) released their Emissions Trading in Practice: A handbook on design and implementation. To make this practical handbook available to the broader Chinese public, ICAP and the Sino-German project “Capacity Building for the Establishment of Emissions Trading Schemes in China” by GIZ have translated it into Chinese. Technical review and editing is done by ICAP secretariat Lina Li. This handbook is a guide for policymakers, as well as practitioners. It compiles conceptual analysis and some of the most important practical lessons learned from over a decade of hands-on experience with emissions trading worldwide. Combining the input from more than 100 international policy makers and technical experts, it lays out a 10-step process to implement emissions trading. This process consists of a series of concrete decisions and actions to be taken in order to assist countries and regions worldwide with the design, implementation, and operation of an effective ETS.
