In November 2013, the Federal Ministry for the Environment and adelphi organised a European workshop on "Low Carbon Strategies" in Warsaw, Poland. The event aimed to generate wide-ranging support in society for ambitious climate protection measures in Poland and other EU member states in Eastern Europe. By providing a platform for the cross-border exchange of experiences on best practices and lessons learned in the development and implementation of low carbon strategies, the workshop was particularly designed to support emission reduction approaches at municipal, regional and corporate level.
The event focused on a range of topics, such as the technical and legal requirements for the implementation of emission reduction strategies. It also examined how to finance measures at a time when budgets are tight, how to balance diverging interests and how to involve the various stakeholder groups. The workshop aimed to raise awareness and understanding for the economic advantages of emission reduction measures and low carbon technologies, and also to foster networking and cooperation between stakeholders at all levels and across national borders.
Against the backdrop of the 19th session of the Conference of the Parties to the UNFCCC (COP 19), which took place in Warsaw and was organised by Poland, the event helped to highlight the need to take bottom-up, business-oriented approaches when developing national, regional and municipal climate strategies.
