TRANSfer III –Short-term expert support on mitigation measures in urban traffic

The globalised world and international trade in goods and services are based on mobility and transport. The carbon footprint of the transport sector is alarming, accounting for almost a quarter of the world's CO2 emissions from energy use. After successful implementation of the previous phases I and II, a third TRANSfer project phase was initiated. To this end, GIZ commissioned the Wuppertal Institute with the compilation and management of a short-term expert pool to support experts in mitigation measures in urban transport.

adelphi was part of the expert consortium that offered technical assistance through highly qualified experts to developing or emerging countries; in particular ASEAN nations, North Africa, and Latin America, in order to facilitate the development of measures for traffic reduction. The main objectives of the project were:

• Establishment and management of the "Mobilise-Your-City(MCY)" initiative to support climate-friendly transport in developing and emerging countries
• Development of standardized toolkits for reduction measures in the field of urban mobility
• Support in the development of reduction measures that can be implemented directly
• Development of expertise and establishment of a forum for the sharing of good practices at a global level

In order to implement the above measures, partner countries were supported in the identification, prioritisation, and design of mitigation measures. In addition, the achievement potential of the partners was promoted through workshops, educational trips and training and the drafting of financial concepts, which ultimately also supports access to the public and private financial sector. The support included the following:

• National Urban Mobility Programmes (NUMPs): training of shareholders, promotion of transport and fuel technologies, institutional framework, impact assessment, monitoring and evaluation
• Improvement of urban transport systems: Providing expertise for the integration of efficient public transport and non-motorised transport
• Fuel and vehicle technology: promotion of relevant low-emission vehicle and fuel technologies that can be applied and implemented in the target region
• Financing: Advice on the preparation and development of potential discountable projects
