The overall objective of this project was to ensure that Ukraine’s ETS policy process takes the interests of relevant stakeholder groups into consideration as the Ukrainian Ministry for Environmental Protection and Natural Resources works to devise key ETS design elements. adelphi designed and organized a stakeholder engagement process to ensure that relevant stakeholders are aware of and understand different design options on ETS regarding cap-setting and allocation rules. adelphi first examined the status quo and results of past and ongoing on-the ground technical assistance initiatives and past NDC and MRV stakeholder consultations, the existing and envisaged regulatory frameworks for MRV and ETS, any initial considerations regarding the development of the national ETS to fully understand the policy context and identify the relevant stakeholder groups to engage. In a second step, adelphi conducted a mapping of relevant and interested stakeholders and determined which of the identified groups should be engaged in the process. Finally, the mapping helped to identify which stakeholders have not yet been involved but should be to contribute to a successful ETS design.
The second component of the project consisted of a series of stakeholder meetings, for which the participant list was developed based on the key stakeholder groups identified in the mapping process. The envisaged structure of the stakeholder meetings followed the steps to ETS design, laid out in the ETS Handbook, a resource developed by adelphi in conjunction with the PMR, also published in Ukrainian.
