In the context of the Paris Agreement on Climate Change, Chile committed itself in its Nationally Determined Contribution (NDC) to reduce its greenhouse gas emissions (per unit of GDP) by 30 percent compared to 2007 until 2030. In 2014, Chile approved the introduction of a CO2 tax on emissions as part of a comprehensive tax reform. The tax is scheduled to enter into force in 2018. In addition, there are plans to introduce an emissions trading system (ETS).
Against this background, a five-day study trip by a Chilean delegation took place in December 2017 to provide intensive training on conceptual issues in the construction of an ETS. The objective of the event was to help the Chilean government to build capacities of government officials and other relevant institutions, thereby promoting the development of a ETS in Chile. The focus was on discussing fundamental conceptual issues with regard to the potential development of an ETS in Chile, as well as experiences from the EU ETS and the implementation in Germany. In meetings with the Federal Ministry for the Environment (BMU), the German Emissions Trading Authority (DEHSt), academia and German ETS experts, the 18 participants of the delegation gained insights into the legal and institutional framework of the EU ETS in Germany and their implementation from the perspective of various market participants. The event also aimed to highlight possible interconnections with the EU ETS in the case of the introduction of an ETS in Chile.
The organization of the study trip was managed by adelphi in coordination with the client, DEHSt and FutureCamp, and the Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH in Chile. Apart from the general organization and support of the Chilean delegation, adelphi's services also included the development of teaching materials, the moderation of various dialogue formats and expert lectures. The study trip was implemented as part of the "Emissions Trading System: Capacity Building" program of the BMU. The program aims to share knowledge and experience from Germany with interested countries to help them set up emissions trading schemes.
