Short–term Expert Pools for TRANSfer Project

Our globalised world and the international trade of goods and services are built on transportation. While being the vehicle for economic development, alarmingly, the transport sector also accounts for nearly one-quarter of global energy-related CO2 emissions. As a possible solution to this situation, the recently introduced and internationally supported Nationally Appropriate Mitigation Actions (NAMAs) for climate protection are instruments of increasing application. Transport NAMAs (t-NAMAs) serve to reduce national greenhouse gas emissions with sustainable transport solutions. In 2013, they represented one fifth of all NAMAs. A great fund of success stories, tools and templates serve to showcase how transport solutions can be conceptualized as NAMAs. One example in this regard has been GIZ’s (Deutsche Gesellschaft für Internationale Zusammenarbeit) TRANSfer I project, one of the main contributors for t-NAMA examples.

Against this background GIZ entrusted adelphi to provide management of short-term expert (STE) pools for specific support to enhance the project’s efficiency, economic viability, and the possibility of flexible (and ad-hoc) added capacity to the GIZ TRANSfer Team through technical and conceptual expertise. adelphi was in charge of channeling all requests for STEs and expert feedback by an efficient pool management. To perform this task, adelphi formed a consortium of internal and external competence with the main partners ICCT, Wuppertal Institute, Perspectives and Infras. High-quality flexible and short-term experts were made available for the project for targeted and specific technical and conceptual input as well as capacity strengthening on request to support selected services within the overall scope of TRANSfer.
