According to recent studies Indonesia is among the world’s largest emitters of greenhouse gases; at the same time the archipelago is highly vulnerable to the impacts of climate change, particularly flooding, prolonged droughts and an increase in extreme weather events. Well planned and coordinated strategies are needed to tackle these challenges. Yet, governmental and industry sector agents have only just started to systematically plan and implement strategies for climate change mitigation and adaptation.
Through its programme “Policy Advice for Environment and Climate Change” (PAKLIM) GIZ accelerated the implementation of climate strategies and instruments in Indonesia. Since 2009, the initiative had provided climate policy advice to the national government, works with Indonesian cities to develop and implement climate change strategies, and strengthens energy efficiency projects in the industry. In a project progress review in 2012, GIZ sought to assess achievements made so far and gather recommendations on the programme approach in terms of goals, indicators and time frame, intervention levels and partner structure, integration of a new component on climate change education, and cooperation with related GIZ initiatives in Indonesia.
As part of a team of experts, adelphi implemented the project progress review: adelphi conducted interviews with representatives of GIZ and other key stakeholder groups in Indonesia, and presented the findings, conclusions and recommendations in a project progress report, A particular focus was on the programme's partner strategy.
