Madagascar is one of the countries worldwide that is most heavily affected by extreme weather events and climate change impacts. As part of an inquiry from the Madagascan government into supporting disaster prevention and risk management through German consultants and technical experts, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to advise the Madagascan authorities on how to strategically and operatively improve the national disaster prevention and risk management system.
adelphi was accordingly commissioned to take part in a scoping mission in Madagascar, focussed on pilot measures for disaster prevention and risk management. The project included preparatory and follow-up measures from Germany, active participation in the mission, processing the results in an expert workshop, as well as formulating recommendations for implementing disaster prevention and disaster risk management measures in the region of the capital city Antananarivo.
