Market testing for low-carbon innovation support to energy intensive industry and to power generation

This project provided support to the European Commission (DG Clima) in setting up and designing the EU Innovation Fund that had been introduced by the 2015 revision of the EU Emissions Trading Directive.

The project analysed the potential for the market intake of the Innovation Fund, including identifying potential market participants, analysing the investment needs and current financing bottlenecks and opportunities, mapping potential financial instruments and analysing their pertinence in the context of the innovation fund. Moreover, the project carried out an ‘ex ante’ evaluation of a potential financial instrument and helped assess the impacts of the innovation support.

adelphi led the task on exploring the impact of different potential options for the main design elements of the EU Innovation Fund, participated in various stakeholder workshops and meetings with DG Clima, and supported the partners in other tasks.
