Economic growth is raising the demand for energy in India, which can not be covered by the existing local supply infrastructures. Thus the country aims to modernize and expand its energy production capacities on one hand and to increase its demand-side energy efficiency on the other hand. Against this background, India’s then-Prime Minister Manmohan Singh and German Chancellor Angela Merkel established the Indo-German Energy Forum (IGEF) in 2006 to enhance and deepen cooperation in this field.
In IGEF Subgroup 3 “Demand-Side Energy Efficiency and Low Carbon Growth Strategies”, the Indian Ministry of Power and the German Environment Ministry and the Ministry for Economics and Technology worked together to exchange experiences towards developing enabling framework conditions for enhanced energy efficiency. On behalf of IGEF, adelphi developed an in-depth overview study of the existing promotional schemes for energy efficiency and the inclusion of renewable energies with energy efficiency in both countries. The focus was on the energy intensive industry and buildings sectors. In a first step, German programmes were identified and categorized. In a second step, an indicator system was developed by adelphi to evaluate the effectiveness and particularly the transferability of the German programmes to the Indian context, given the programmes did not yet exist in India. Subsequently the shortlisted schemes were further elaborated in detailed case studies to demonstrate an exemplified implementation. The aim was to identify a few selected promotional programmes for the industrial and buildings sector to increase IGEF’s activities of the Indo-German cooperation in the field of demand-side energy efficiency.
