As part of the German Federal Government’s Caucasus Initiative, since 2003 adelphi had conducted numerous bilateral consultation and training programmes pertaining to environmental field in the South Caucasus for the Federal Environment Ministry (BMU) and the Federal Ministry for Economic Cooperation and Development (BMZ). These programmes were to become regionally stronger in the future and to be converted into a multi-annual project for InWEnt. Technical measures and financial cooperation from the GTZ and KfW were to be emphasised more strongly with capacity building measures that were to be coordinated by InWEnt – Capacity Building International, Germany.
As a result, the German Gesellschaft für Technische Zusammenarbeit (GTZ) and InWEnt had conducted a three-week planning session that took place in the spring of 2007 in Tbilisi, Baku and Yerevan. The aim was to identify the training and consulting needs and discuss possible training and consulting programmes with key players in the environmental administration. adelphi coordinated the preparation and follow-up materials, including travel plans, and developed from the participants’ feedback suggestions a future regional qualification programme for InWEnt. These proposals were accepted by InWEnt and implemented as part of a three-year environmental programme in the South Caucaus.
