Conceptualising a project to support the G7 states’ InsuResilience Initiative

Extreme weather events and other climate change-related phenomena threaten sustainable development in many countries. The most vulnerable segments of the population in developing countries often lack the means to quickly rebuild their means of subsistence and livelihoods lost in the event of damages. It is in those cases where special insurances can make a difference, as they can financially secure possible damages and losses against unavoidable risks. However, only about 100 million people affected by poverty worldwide are insured against the negative effects of climate change.

This led the G7 states, within the course of the June 2015 G7 Summit, to found the “G7 Initiative on Climate Risk Insurance” to promote climate risk insurance in developing countries. Germany was one of the first G7 countries to commit to financial and technical support for the InsuResilience Initiative. In light of these developments, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has developed a new project to accompany the build-up and implementation of the InsuResilience Initiative.

adelphi was commissioned to conduct the operative controlling of the preparatory evaluations of the conceptual development of the global project. This task included, among other things, leading a team of external evaluators, the technical methodological preparation of the assessment, and the creation of a programme proposal.
