Germany is legally required to conduct a comprehensive climate risk analysis every eight years (§4 KAnG). Based on current climate scenarios, the CRA 2028 identifies which sectors, regions and climate impacts pose particularly high risks – including cascading effects and interdependencies. It provides the foundation for prioritising measures in the German Adaptation Strategy and the Adaptation Action Plan in a targeted and evidence-based manner. Building on the CRA 2021 and methodological advances (including EUCRA), the CRA 2028 is being further developed in terms of content and normative frameworks, standardised and better communicated, so that results can be effectively used by policymakers, public administration, business and civil society.

adelphi is a core partner in a consortium led by IÖW, alongside Prognos, AtmoVera and EURAC. We bring our longstanding experience in German adaptation policy and the CRAs 2015/2021, particularly in the areas of infrastructure, economy, health and urban resilience. Together with the German Environment Agency (UBA) and the network of federal authorities, we are advancing the methodology: more efficient standardisation, integration of external expertise, incorporation of new EU methods, assessment of adaptive capacity and identification of transformative measures. We also ensure transparent processes, clear criteria and target group-oriented communication – from scientific reports to policy briefs and journalistic formats – so that the CRA 2028 serves as a robust basis for action planning at federal and state level.
