Carbon pricing is emerging as a priority issue in the countries of Southeastern and Eastern Europe. It has been a recurrent theme in the climate policy dialogue between these countries and the EU, for carbon pricing has proven to play a key role in achieving meaningful greenhouse gas (GHG) emission reduction.
In collaboration with the Secretariat of the Energy Community, GIZ commissioned adelphi to enhance capacities in this region, through a series of five one-hour webinars, based on the well-established "GIZ Carbon Pricing Training". The Energy Community stands as an international organisation that facilitates collaboration between the European Union (EU) and its neighbouring nations, with a shared goal of creating an integrated pan-European energy market. Contracting Parties to the Energy Community comprise Albania, Bosnia-Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Georgia, Moldova, and Ukraine. The training primarily targeted decision-makers and technical experts from Ministries. The topics covered the role of carbon pricing in the policy mix, the design of carbon taxes and ETS, international market mechanisms, and domestic approaches to carbon pricing.
This project took place within the broader framework of the International Climate Initiative (IKI), for which the German Government commissioned GIZ to implement the programme “Capacity Development for Climate Policy in the Countries of South East, Eastern Europe, the South Caucasus and Central Asia, Phase III”. The programme supports the development of processes, methodologies and instruments for long-term decarbonisation planning and integration of climate and economic transformation targets with significant potential for sustainable and climate friendly development.
