Since 2008, the basis of the German government's climate adaptation policy has been the German Strategy for Adaptation to Climate Change (DAS) and its action plans, which have been continuously enhanced since then. So far, however, this strategy does not contain any concrete measurable targets. The second progress report on the DAS and the current federal coalition agreement address this and stipulate that measurable climate adaptation targets will be defined in Germany. As part of this process, the various ministries are now called upon to develop proposals for specific, comprehensible and verifiable goals for the clusters of the DAS that lie within their area of responsibility, as well as measures that work towards achieving these goals.
Against this background, adelphi has been commissioned by the Federal Ministry for Economic Affairs and Climate Action to develop measurable targets and measures for the economic sector. First, climate adaptation targets of other European countries will be analysed and a target architecture for the DAS will be developed on this basis. Subsequently, measurable climate adaptation targets in the economic sector and corresponding target indicators will be developed. Finally, suitable climate adaptation measures are identified. By addressing the particularly relevant climate risks in the business sector, this project thus contributes significantly to the further development of climate change adaptation in Germany.
