Assessment regarding the development of a long-term renovation strategy for the building sector

The amended EU Buildings Directive (RL 2018/844 "EPBD") was published in June 2018. According to the directive, each member state must submit a long-term renovation strategy for the buildings sector, with indicative milestones for the years 2030 and 2040 and a target horizon for the year 2050. The long-term renovation strategy should also consider concepts and strategies for the most cost-effective renovation of existing buildings as well as policy instruments that address market failure and building segments with particularly poor energy efficiency.

The focus of the project was the assessment of the existing support schemes, advisory services and research projects in the building sector in Germany in order to derive a sound basis for the development of the renovation strategy.

adelphi and its partners carried out the assessment on behalf of the Federal Ministry of Economics and Energy (BMWi). In particular, adelphi was responsible for the evaluation of cost optimisation for the requirements of the German Energy Saving Ordinance (EnEV) and the analysis of program-specific, energy-related obstacles to renovation.
