Analysis of the governance structures of Timor Leste

Every year, the German Federal Ministry for Economic Cooperation and Development (BMZ) publishes brief political-economic analyses for each of its partner countries. These in-depth analyses of the individual countries' governance structures outline and analyse the power and conflict paradigms within the country, in a concise report. These analyses provide the basis for a more informed debate on governance issues, in particular in regions where development cooperation takes place against a backdrop of conflict, violence and instability. The goal of the reports is to ensure that BMZ country portfolios relating to bilateral development cooperation are compiled in way that is sensitive to conflicts, and that also takes aspects of good governance into consideration.

Furthermore, the analyses also inform the BMZ's classification of partner countries in its crisis early-warning system. These political-economic analyses are by no means position papers issued by the BMZ, but instead serve as an independent, scientific resource. They are therefore compiled by recognised country experts. The German Institute for Global and Area Studies (GIGA) then provides a quality control stage. adelphi was commissioned with compiling the current analysis for East Timor thanks to its experience in project work in the region and its established network of contacts in local partner organisations.
