A Roadmap for the Implementation of an Emissions Trading System as part of Brazil´s NDC implementation package

Under the World Bank's Partnership for Market Implementation (PMI), adelphi provides support for the Government of Brazil by developing a hands-on roadmap for the implementation of an ETS. The roadmap builds on Draft Bill 2024/182 that is currently discussed by the Brazilian Congress. The ETS roadmap explains in 20 building blocks the steps towards the implementation of the Brazil ETS, including activities in the topic areas of design and scope; compliance and enforcement; allocation, trading, and auctioning; as well as governance, stakeholder engagement, and capacity building. It lists the different activities needed, options to implement these activities and international best practices to follow. The preparation of the roadmap is accompanied by a number of workshops to discuss the findings and build ownership of the document within the involved ministries.
