Under the World Bank's Partnership for Market Implementation (PMI), adelphi provided support for the Government of Brazil by developing a hands-on roadmap for the implementation of an ETS. The roadmap built on Draft Bill 2024/182 that was discussed by the Brazilian Congress. The ETS roadmap explained in 20 building blocks the steps towards the implementation of the Brazil ETS, including activities in the topic areas of design and scope; compliance and enforcement; allocation, trading, and auctioning; as well as governance, stakeholder engagement, and capacity building. It listed the different activities needed, options to implement these activities and international best practices to follow. The preparation of the roadmap was accompanied by a number of workshops to discuss the findings and build ownership of the document within the involved ministries.
