The United Nations Development Programme (UNDP) held a training session on scenario workshops in Ashgabat, Turkmenistan from 1-2 February with the aim of developing long-term strategies and planning energy policy. adelphi helped prepare and carry out the workshop together with two partners.
When investing in the energy infrastructure, it is essential to plan over a period of several decades and take into consideration a wide range of possibilities. Scenario techniques can help the planning process as they allow for identification of potential challenges and risks at an early stage.
The two-day scenario workshop in Turkmenistan aimed to introduce representatives of international organizations and selected government representatives from Central Asia to scenario methods and test these methods on specific examples. The training session involved developing initial scenarios on energy security and analysing them in terms of their implications for environmental policy. Many of the scenarios revealed a need to support regional cooperation in the future.
adelphi helped prepare and carry out the workshop together with the Regional Environmental Centre for Central Asia (CAREC) and the Organization for Security and Co-operation in Europe (OSZE).
