Training on Energy Efficiency and Cleaner Production in New Delhi, India

From July 1-4, 2011 adelphi conducted a training course for the Energy Efficiency Center (EEC) of the Small Industries Development Bank India (SIDBI) on Energy Efficiency (EE) and Cleaner Production (CP) audits and assessments. The training course was held in New Delhi, India in cooperation with the International Institute for Energy Conservation (IIEC).

The training is part of a comprehensive capacity building strategy for the EEC staff. The objective of the course was to introduce EEC staff to the methodologies for carrying out CP and EE assessments and audits. The topic of EE was treated as an integral part of the CP methodology in the training. Special attention in this regard was given to the KfW requirements for such audits as well as the necessary instruments. SIDBI has launched two KfW financed credit lines for CP and EE measures which are available to the Indian industry sector. The training had the overall objective of transferring knowledge in order to enable the EEC to directly take part in EE and CP audits for the credit lines. The training also served to strengthen the EEC staff in dealing with queries from the SIDBI Branch Officers regarding EE and CP in the framework of the KfW lines of credit.

Over the course of the three-day training, participants were first familiarized with the concept of CP and then worked through the project cycle for a CP assessment. The participants also worked on case studies dealing with the application of the assessment tool and discussed monitoring techniques.

SIDBI EEC staff considered the training to be very useful for their support of SIDBI in the implementation of the two lines of credit. The new way of looking at EE in terms of greenhouse-gas reduction performance per investment, instead of percentage decrease, will be taken up by SIDBI EEC and will facilitate the disbursement of the two lines of credit to SIDBI customers. Knowledge on skills regarding CP and EE was thus increased through the training course and the EEC now has an increased capacity to serve as the internal consultant to SIDBI.
