Global climate change demands adequate climate mitigation and adaptation efforts on the South American continent. To ensure the necessary financing, adelphi worked out possible climate finance solutions with representatives of the Amazon Cooperation Treaty Organisation (ACTO).
Due to the enormous global demand for climate mitigation funding, a complex structure of international climate funds and financing mechanisms has emerged in the past years. In order to give decision makers and professionals an overview of the variety of available funding sources, adelphi organises consulting and training seminars on a regular basis. At the end of Mai 2015, the most recent training took place in the Brasilian capital Brasilia.
Over the course of a two-day seminar, adelphi instructed representatives of seven member states of the Amazon Cooperation Treaty Organisation (ACTO) about the variety of access arrangements, funding priorities and application requirements. An emphasis was placed on the Green Climate Fund (GCF), adopted as a new financial mechanism of the UN Framework Convention on Climate Change (UNFCCC) and expected to make a major financial contribution to attaining the mitigation and adaptation goals of the international community. The participants learned not only about the characteristics of different international climate funds, but also had the opportunity to incorporate the roles of applicants and decision-makers as part of a role play and other interactive exercises. In addition to the international finance landscape, the adelphi trainers guided the discussion towards the key elements of the climate finance architecture at the national level. Beginning with climate change strategies and the necessary policy mix to implement these, the participants also discussed the possibility of setting up national or regional climate funds. The training concluded with a moderated discussion in which participants developed a roadmap for the further engagement in the area of climate finance at the national and regional level in their respective countries.
The content and methodology of the training seminar was based on the Climate Finance Readiness Training (CliFiT) toolkit, developed by adelphi on behalf of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and with financial support from the Federal Ministry for Economic Cooperation and Development (BMZ).
adelphi conducted the training seminar on behalf of GIZ’s regional programme "Strengthening the Regional Organization ACTO". The Amazon Cooperation Treaty Organisation (ACTO) is implementing the Amazon Cooperation Treaty, signed by eight South American countries.
