As part of the Initiative for Peacebuilding-Early Warning (IfP-EW), adelphi developed a framework to analyze potential water conflicts, which has now been published. The Water, Crisis and Climate Change Assessment Framework (WACCAF) has already been tested together with Partner Organizations in Uganda and India during training sessions and the results have also been published in two Policy Briefs.
The IfP-Network is being funded by the European Commission and brings together ten civil-society-organizations with expertise in mediation and conflict studies. The Networks’ main aim is to establish an active consultation network. In six topical clusters the ten participating organizations conducted research on and in fragile countries and conflict zones, built local capacities, and consulted policy makers on all levels. adelphi is part of the cluster ‘natural resource management’, which intends to strengthen the contribution of environmental and economic cooperation for conflict prevention and peace building.
As part of their work on early warning, adelphi developed WACCAF as integrated assessment tool, which aims at closing the gaps in dealing with environmental and water conflict in research and practice. Hereby not only the question of water access and water availability is analyzed, but also the broader context is systematically examined as well as the possibilities of conflict prevention and cooperation. Additionally to the Frameworks’ presentation in form of guidelines, the results of assessments of potential crisis and conflicts situation in Uganda’s and South Indian’s Water Sector are published in two Policy Briefs.
