From 13 to 22 June 2011 adelphi organized a study tour for a delegation from India on the topic of financing energy efficiency measures. The participants from the Indian Ministry of Energy and various other subordinate state authorities visited German organizations and companies in the energy efficiency sector in Berlin and Frankfurt.
Funding poses the greatest obstacle worldwide to implementing measures to boost energy efficiency. This is particularly the case in India. The study tour, which was organised as part of the project Capacity Building for Energy Efficiency in India, therefore focused on sharing experiences on possible models and instruments to finance measures to boost energy efficiency in both the private and the industrial sphere. The tour included visits to the German Chamber of Industry and Commerce (DIHK), the Federal Ministry of Transport, Building and Urban Development, the energy service company Berlin Energieagentur and the development bank KfW. The agenda also featured the presentation of best practices and specific energy efficiency projects from the sectors of construction and industry and a visit to a combined heat and power plant.
During the study tour, the 21 participants were shown a variety of methods to implement tools to finance energy efficiency measures, primarily focusing on models that would be suitable for use in India. In addition to this transfer of knowledge, the German organizations also benefited by learning about the experiences of the Indian delegates. Overall, both the Indian and German parties involved considered the program to be a resounding success.
The study tour was organized by adelphi on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and was financed by the Federal Ministry for Economic Cooperation and Development (BMZ).
