Vulnerability analyses are often used as a baseline for the planning of adaptation measures. In order to achieve reliable and comparable results, the GIZ tasked adelphi with the development of a comprehensive handbook for the standardised assessment of vulnerability.
The so-called “Sourcebook Vulnerability” consists of a conceptual framework for vulnerability assessments, guidelines for implementing the framework step-by-step as well as an annex providing tools, methods and other helpful information for conducting the assessment. The aim of the sourcebook which will be compiled on behalf of the GIZ (Deutsche Gesellschaft fuer internationale Zusammenarbeit) is to provide a consistent and practicable approach for the analysis of vulnerability in a variety of contexts.
Against the backdrop of increased funding for adaptation measures, the measurement of their results and effectiveness becomes more and more important. The analytical concept developed by adelphi will therefore also provide significant input to the monitoring and evaluation of adaptation measures.
Jointly with GIZ staff, the guidelines will be tested in two countries of the German development cooperation and finalised based on the experiences from the test applications.
