European City Facility – European cities as key innovation centres for investment in energy efficiency

Cities and municipalities play a key role in Europe’s energy transition. They can establish investment programs for energy efficiency and renewable energies and mobilise financial resources for the transition. Often, however, well-developed investment concepts are lacking, which results in inadequate sources of financing. The European City Facility aims to counter this.
The European City Facility (EUCF) helps cities and municipalities develop investment concepts to promote energy efficiency and renewable energies. They receive financial support and advice. The EUCF is a Europe-wide program under the umbrella of Horizon 2020, an EU program for research and innovation.

What are the goals of the European City Facility?
Cities and municipalities receive practical, region-specific technical and financial expertise. The primary aim is to create 225 well-founded, scalable concepts to free up private and public investment amounting to over EUR 320 million.
Build capacities for 450 employees in public administrations. With tools, networks and the exchange of knowledge, these employees can establish extensive project pipelines.
Help small and medium-sized municipalities access private and EU funding.
Successful investment concepts and the acquired knowledge will encourage more than 8,000 other cities and municipalities to act and replicate their success.

EUCF success story: Cascais in Portugal
Cities and municipalities apply to participate in the European City Facility. After an online eligibility check, they submit the full application. The municipality of Cascais in Portugal has already gone through this process and was selected in the first EUCF application phase. Now the municipality is developing an investment concept for the pioneering implementation of local energy communities and the expansion of photovoltaics. The EUCF grant will help them with economic and market analyses for the investment project and set up a central point of contact.
adelphi’s role in the success of the European City Facility
The European City Facility consists of a consortium led by Energy Cities and is implemented by the European Climate, Infrastructure and Environment Executive Agency. adelphi designed the facility and also developed the application, evaluation and investment concept processes as well as the methods, materials and tools. adelphi also validates the investment proposals and created a comprehensive concept for monitoring and measuring the impact of the European City Facility. The think tank helps consortium partners establish governance structures and provides technical and financial expertise for applicants and beneficiaries. In addition, adelphi promotes awareness of the EUCF among local, regional, national and European municipalities.
