adelphi was commissioned by the German Federal Government to assist on a series of projects in preparation for the establishment of the International Renewable Energy Agency (IRENA). Following the successful initial preparatory conference in April and the international workshops relating to the work programme for IRENA and on matters of organisation and finance held in the Summer of 2008, adelphi also played a key role in the further steps involved in establishing the Agency.
At the final preparatory conference on October 23 and 24, 2008 in Madrid, the statutes – the core of what IRENA is and does – were finalised. The conference additionally considered the regulations for financial participation by the individual member states, the overall budget in the start-up phase and the procedures for electing the founding director and choosing the Agency's location. It also reaffirmed the substance of the work programme.
In this context adelphi played a key role in drafting the relevant working papers. Continuing its previous role, adelphi was also responsible for coordinating and supervising the various working groups comprising representatives from various federal departments involved in establishing IRENA. adelphi also helped produce a brochure promoting the initiative on an international level.
