The GTZ’s Environmental Programme in Morocco advised the Ministry of Environment in developing an effective environmental law. In this context, adelphi was entrusted with the assessment of integrating existing environmental regulations and ongoing consultations between the GTZ and environment ministries in the field. The following restrictions were identified: deficiencies of the legal system, implementation of environmental legislation and weak institutional mechanisms of enforcement and compliance.
For the Ministry, a strategy was developed to handle these restrictions that provided legislative measures for intuitional innovations. The project was led by Alexander Carius. Dr. Axel Klaphake (adelphi) and Professor Dr. Astrid Epiney, the two main experts in the project, wrote the final paper.
