On behalf of the German Federal Ministry for Economics and Climate Action (BMWK) as well as the German Federal Foreign Office (AA), the IKI Support Project for the Implementation of the Paris Agreement (SPA), led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), aims to strengthen global initiatives and networks that support partner countries in reducing their greenhouse gas emissions, increasing their adaptability and delivering ambitious reporting. This cooperation also promotes the development of platforms for political and technical dialogue and the exchange of knowledge between countries regarding the issues of climate change mitigation, biological diversity, disaster risk management and the Sustainable Development Goals (SDGs) worldwide. The project develops and hosts suitable formats, organises conferences and workshops and provides analyses, knowledge products and successful case studies on transparency, long-term strategies (LTS) and the implementation of nationally determined contributions (NDCs).
adelphi manages a broad pool of experts that provide targeted support to the SPA project on the international climate regime as well as for topics beyond the UNFCCC architecture, such as green finance or sectoral mitigation measures. The experts from adelphi and its partner organisations Öko-Institut and IISD create knowledge products, provide ad-hoc policy advice and contribute to designing international cooperation activities, including trainings and capacity building formats. Furthermore, the pool provides effective communication services and professional event management. To suit the needs of diverse partner countries, the experts’ support is available in multiple languages, including French, Spanish and Portuguese.
During the SPA project, adelphi experts supported a plethora of countries with various aspects of their climate policies, including:
Roadmaps and stakeholder engagement for an NDC update: Moldova, Bhutan, Mauritius, Mongolia, Seychelles;
Long-term low-emission development strategy (LT-LEDS) for Mauritania
Development of the net-zero investment plan for Nigeria including a thorough barrier analysis and detailed financing strategy to accompany the Long-term low-emission development strategy (LT-LEDS)
Training on methodologies to account for GHG emission reductions from Policies and Measures for national government representatives in Rwanda, to report the Biannual Transparency Report, in the frame of the Paris Agreement's Enhanced Transparency Framework.
Review of the Industrial Processes and Product Use (IPPU) section of the national GHG inventory for the first Biannual Transparency Report of Cambodia.
Support for road mapping the first Biannual Transparency Report of Lao PDR, in the frame of the Paris Agreement's Enhanced Transparency Framework.
Study on private sector enhancement options for NDC implementation under the new climate change law in Uganda
Technical assistance for the outline and development of the Mongolia’s NDC Investment Plan
Peer Review of Article 6 inclusion in NDCs prior to the COP30 for Argentina
The project adelphi experts have authored publications on good practices of GHG inventories in the industry sector, LT-LEDS development, including the alignment with NDCs, and the NDC financing.
adelphi event experts have organised numerous exchange formats together with the GIZ SPA team, notably the 2023 and 2025 Global NDC Conferences in Berlin.
