To what extent have capacity building activities increased the control capability of recipient countries within the context of climate policies? In order to answer this question, the project referred to the conceptual approach titled "Capacity Development in Environment", developed by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD).
Using Indonesia as an example, adelphi analysed capacity building activities from the Global Environment Facility (GEF), the United Nations Development Programme (UNDP) and Environment Programme (UNEP) as well as the German Agency for Technical Cooperation (GTZ). The effectiveness of such measures was evaluated through interviews with local representatives from these organisations and relevant Indonesian actors in climate policy.
