Strengthening the resilience of India's private sector: Climate change adaptation in industrial areas

Climatic hazards such as cyclones, droughts, heavy rainfalls and heat waves are already posing challenges to industrial development in India. In the light of climate change and with its consequences being mostly ignored in industrial planning, India could face an increase in loss and damage in the industrial sector. However, decision-makers, planning authorities as well as industrial area developers and administrators lack the technical capacities, rules and procedures and planning instruments to cope efficiently with climate risks in existing and in new industrial areas.

Therefore, GIZ India together with Department of Industrial Policy and Promotion (DIPP) in the Ministry of Commerce and Industry in India launched a project in 2015 that focused on climate change adaptation in industrial areas in India.

The main objective of the project was to enable key decision-makers and planning authorities to plan and design existing and new industrial areas to be more climate-resilient. The main activities of the project "Climate Change Adaptation in Industrial Areas" took place in the Indian states of Andhra Pradesh, Telangana and Gujarat with an overall duration of 4 years until April 2018. The project activities were spread across four work packages:

1. risk analysis and methodology;
2. awareness-raising and capacity development;
3. policy mainstreaming and up-scaling;
4. support planning and implementation. 

The project built on the experience of German international cooperation in India, specifically related to eco-efficient sustainable industrial parks and climate change adaptation measures for the industry. The project was carried out by an international consortium led by adelphi, including INTEGRATION and Ifanos, and together with local experts.
