Assessing and successfully implementing instruments for climate adaptation: To counter the impacts of climate change, comprehensive strategic planning and early implementation of effective climate adaptation measures are necessary. This report contains an analysis of the goals of the German Climate Change Adaptation Strategy (Deutsche Anpassungsstrategie an den Klimawandel, DAS) as well as various adaptation strategies of other European countries and German states. The analysis of the DAS shows, among other things, many synergies between the goals in different fields of action. For example, several goals in the field "Countryside" are connected to the fields "Forestry" or "Biodiversity". Furthermore, the analysis shows that a number of fields with a strong need for action have only very few already-defined climate adaptation goals. Especially fishery is lacking.
In addition, an integrated method to assess measures and policy instruments for climate adaptation was developed and implemented in cooperation with the Network of State Authorities for Climate Change and Adaptation. With this assessment method, users can identify and prioritise fitting adaptation measures for selected climate impacts. The use of this method resulted in numerous suggestions that have become part of the action planning for the DAS, such as compiling a guideline for the creation of danger and risk maps for local heavy rain events or a combination of health and environmental monitoring.
This publication was created by the Umweltbundesamt project Cooperation Network of State Authorities on Climate Change Adaptation and is the second part of the final project report. The goal of this project was to systematically analyse expected effects of climate change on Germany and to evaluate relevant adaptation goals and measures. The first part of the final report deals with the assessment of climate change related risks in Germany.
